Image For Linux Time Zone Question

I added TimeZone=EST5EDT to the ifl-custom.ini file and built a boot disk ISO using makeISO and placed in on a USB drive. I verified that the ifl.ini file on the boot disk contains the same line, but when I boot the disk, the time is always UTC. Can someone tell me what I am missing?

that setting is for the file created, not shown on the the gui (older version of Xfce IIRC), that may come from the BIOS.
