Which multi-terabyte storage solution do you suggest for BYO?

I'm looking to put up a storage solution with 12-16 TB of storage so that I have enough space for our family's common files and local backups. Should I look to

• build a NAS with a hard disk RAID.
• build a NAS with SSD RAID.
• build a RAID enclosure with hard disks and connect it to one of my computers, or
• build a RAID enclosure using SDDs connected via USB-3 or -4.

Are there RAID solutions for NVMe SSDs? Can you recommend any specific ones? If not SSDs, should I use a NAS hard drive? I am wary of employing hard drives because their dependability decreases as storage capacity increases.
