Does the normal TBWinRE boot media boot up okay?

If the system is just having an issue with running WinPE initialization (wpeinit) and it's not needed, you could disable the option in Builder's Settings (IFW WinRE tab, "Run WinPE initialization" option) and then rebuild IFW WinRE or IFW BootWIM (whichever one you're using). If the network isn't needed or if it's actually having a problem running wpeinit, disabling the "Run network initialization" option is also recommended so it doesn't run wpeinit at all.
