Partition Work Drive Numbers

I have one internal SSD and one USB attached external HDD.

I was surprised to discover that in BIU Partition Work the external drive is Drive Number 0 and the SSD is Drive Number 1.

Just out of curiosity, what determines the assignment of these numbers?
