TBWinRE changes
It looks like TBWinRE only writes to a USB drive in v4.03 and doesn't create an ISO like it used to do. When I execute the program, it just formats the USB drive and is otherwise empty. Also, how do I add utility apps to TBWinRE? I put my v 3.64 TBLauncher.ini file in the TBWinRE directory but none of the apps are included in the resulting

I create TBWinRE ISO files all the time. I don't think there were any changes that would affect the media types. Can you provide more information on the issue you're having (I assume you're using MakeDisk)?
Apps can be added using the BuildScript or you can create a plugin, which provide more control.

For a custom TBLauncher.ini file, you would generally copy it into the build from its source location. If using a plugin, the menu item can be added directly.

Nevermind, I reinstalled IFW and I see it now.
However booting into TBWinRE, the program automatically starts IFW and the screen background turns black whenever I move the TBLauncher GUI with my cursor. Doesn't happen with my old 3.64 version. How can I fix this.

What WIM and version is being used as the source? What version of Windows is being used?
If you mean the background doesn't redraw when you move programs, that's a known issue with Windows 11. By default, TBLauncher will display the background image to work around this. There were no changes on this between 3.64 and the 4.x versions.

Version: Windows 11 22H2, Build 22621, Service Pack Build 675.
To be clear, I'm referring to the blue desktop full screen wallpaper with the IFW logo and watermark. If you move the TBLauncher object window around the screen, it's like a brush re-painting the whole wall paper black. I guess it's a video driver issue.

That's an old version, which might be causing problems.
It sounds like the same background issue. Make sure you're using the current version of TBLauncher (1.38). You can check if the background is being displayed by going into Program Settings after booting and checking the state of the "Display background image" option.
