One IFW install displays Keep/Upgrade and the other does not

I have two separate installs of Terabyte here - both working very well.

When I go to apply an update to one of them - the install acts like it is a new install and shows every setup dialog etc etc - which the other - displays a dialog right off the start that asks me if I want to Keep existing components and simply upgrade them - which is exactly what I want to do.

Why is one install do this and the other does not?

Both are now running 4.0.3 as if this post.

Appreciate any info.
