That means Windows can't lock the partition because it's in use by something.

Omit the /wco since using /usemd

For command line, only global option type of options are used from the .ini file, but can be reset with /rgd to ensure same regardless of any custom global setting.
assumption that all the settings were in the ifw.ini, including /uy.
/uy is a (order sensitive) command line only option, see manual for details.

The strange thing is that I still cannot get IFW to do meta restores consistently. I can restore an image, one right after the other, using the exact same settings, and one restore uses meta and finishes very quickly and the other does not. It's very odd. Is there something that can prevent reading metadata? Is there anything in the WinRE that will supersede my restore settings?

Did you use Phylock or VSS for the backups?

Several mentions on the forum that VSS should be used if you ever do metadata restores.

VSS only, phylock is disabled and not installed.

Does it matter if the IFW hash files are hidden from Windows' view if I'm using UseMetaData=1?

yes, it may not find them.
