If the digital signature is good, you can send false positive files to norton to fix their signatures: https://support.norton.com/sp/en/us/hom ... 10134005EN

You can also upload any file identified as a potential threat to virustotal.com and scan it for a second opinion.

Running this in a win 11 elevated cmd.exe (D:) window works perfectly:
terabyte_drive_image_backup_and_restore_suite_en_gui.exe

Running this in the same cmd.exe window (D:) will force the Norton error:
start /wait terabyte_drive_image_backup_and_restore_suite_en_gui.exe

How and who should I be reporting this error to?
I've been using the same install script to install all my Terabyte Utilities for years without error.

Give it a try and let me know if you have the same experience.
(MY Norton product is at current level too, so it might be them?)

You'd most likely would want to contact Norton support.

Norton's responses were nowhere near the quality of Terabytes support, which ended as:
"As long as it runs under the cmd window prompt, run it that way instead of with the start parameter."
They were not interested in delving into the start version of the operation, nor the error.
