IFW will not Launch - until killed via Task Manager

IFW will not appear on screen on Windows 11 ENT LTSC 24H2
I click on the shortcut via Start Menu - prompted for UAC - approve it - nothing happens
If I go to Task Manager - I can see it running there - but Event Viewer gives me this
If I kill the running task and then go back to the start menu - I can launch it normally.
Ideas?
