Utility to quick format UFD > 32GB to FAT32?

I would like to quick format a UFD > 32GB to FAT32 within Windows 10. Is there a TB utility to do just this operation?

File Explorer and Disk Management Tool has a GUI to do a quick format to FAT32, but it is limited to drives 32GB or less. The format command at the Command Prompt cannot do a quick format, and it takes about 80 minutes to full format a 128GB UFD.

I recently purchased the BootIt Collection and the TeraByte Drive Image Backup and Restore Suite. IFW successfully formatted a 64GB UFD to FAT32 as part of the task of creating TBWinRe. So TB has the capability.

You can do this in TeraByte Explorer/Partition Management.
