Does IFW Version 3.61a show the version as 3.61 on the title bar? If so, is there another place that I can confirm that v3.61a is the version that is actually running?

Right-click on the executable file, select Properties, click on the Details tab, and look at "Product version".

3.61a was a minor change to trigger a check for updates, and get a fix for TBWinPE/RE Builder.
