downsize during restore

Both source and destination laptops are Windows 11. Using image for windows to transfer an ntfs basic partition to another laptop. The source is 97gb, only 16 gb usd, the destination 20gb allocation in an empty basic partition. Getting error 'boot sector cleared' and then aborted after about 30secs of restoring data. I have just standard settings, the restore indicated minimum needed 16 gb and I left the field blank for size, and also tried putting 19gb there. Both failed with same error. Does the destination have to be at least as large as the source? I thought I could shrink during the restore.

Sorry, I forgot to format the destination volume to NTFS. It was still RAW. Worked perfectly when properly prepared destination.
