IFW v3.46 Upgrade History Question

The upgrade history for Image for Windows v3.46 says "Updated version to keep consistent with changed imaging products."
Would you please explain exactly what is meant by this?

Changes were made to one or more of the other imaging programs, but those changes don't affect IFW. The version number was updated so it's 3.46 for all of them.
