USB Doesn't Boot

I used makedisk to make a USB key for IFL 3.37 and BIBM 1.64. IFL booted and worked perfectly. BIBM wouldn't boot? What could I have done wrong? The USB drives were the same brand. I could see the files on the BIBM drive after I booted into Windows, but it would not boot at power up.
