IFW Boot Media issues

I have an old Dell Optiplex 755 desktop (legacy BIOS) which refuses to boot from USB media created by makedisk (IFW 3.16).
The partition formatted one reports "Missing OS" while the no partition format reports errors in boot.
No problems in booting from IFL (though it is a version 2).
I tried a different approach which finally worked out: set makedisk to create an ISO file and used rufus to create the USB media from it.
The major difference I see is that rufus formats the media as NTFS while makedisk sticks to FAT32 (I see no NTFS option, either?).

Is there any reasonable justification for all this?

depending on the USB media, you have to use non-partitioned mode on some of
the old dells for them to boot. You also have the option to change the geometry
method.
