GPT to EMBR conversion OS not boot

Win8.1 will not boot after following Win8 OEM conversion instructions, documenting each step as processed. PC is Lenovo K450e with 2T HD.
Reconfirmed Win8 Active, BCD and bootmgr files exists.
Rewrite bootmgr prohibited.
“Startup repair couldn’t repair your PC”.

Winre.wim exists.
Could not activate or deactivate winre: ‘reagentc; is not recognized as an internal or external command, operable program or batch file.

Before restoring full HD image to try conversion again, any ideas why OS will not boot?
What to do?

Steps documented as processed:
1– disable
adm command prompt – reagentc /disable
WinRE. REAGENTC.EXE: Operation Successful.

2– verify winre.wim exists in C:\Windows\system32\Recovery folder
adm command prompt – dir /a C:\Windows\System32\Recovery
358,212,654 Winre.wim

3– Boot to BIBM
note partition names
WINRE_DRV Partition 1000 MiB HPFS/NTFS
SYSTEM_DRV Partition 260 MiB EFI System
LRS_ESP Partition 500 MiB FAT-32
Microsoft reserved partition Partition 128 MiB GPT Entry
Windows8_OS Partition 1880840 MiB HPFS/NTFS
PBR-DRV Partition 25000 MiB HPFS/NTFS

4–
select EFI System partition
delete; clear boot sector
select Microdoft reserved partition
delete
DO NOT DELETE WINRE_DRV partitin

5– will install BIBM, so Change Disk Type to EMBR
changed to EMBR
confirmed by clicking Change Disk Type again to see GPT & MBR choices
all remaining partition names unchanged

6– set OS active
EMBR: use insert button to fill partition table with the desired partitions.
At the very least, the table must contain the Windows partition.
Set in partition table: Windows8-OS (active); WINRE_DRV; PBR_DRV
click view MBR
select OS partition
click Set Active; click Apply
close Work with Partitions window

7– reboot into Windows Repair Media
using TBWinRE/PE, open TBLauncer > click F4 to see partition list C:\ is OS.
language > Troubleshoot > Advanced Options > Command Prompt
if using TBWinRE/PE TBLauncer will start Command Prompt

8– determine if BCD (boot configuration data file) exists
command prompt: dir /a C:\Boot\BCD
1 File 20,480
item #19: recommended to delete and create new BCD

9– delete
command prompt: rd /s /q C:\Boot
response is new cursor

10– rebuild BCD
command prompt: bcdboot C:\Windows /S /C:
Boot files successfully created.

11– verify Win8 has bootmgr
command prompt: dir /a C:\
listed – 398,356 bootmgr

12– close command prompt; remove media
reboot; Windows should boot normally

13– DID NOT BOOT; error 1962; no OS found
a– view MBR; reconfirm Windows8_OS is active
b– reconfirm BCD file exists
c– reconfirm bootmgr exists

14– set BIOS to legacy only from legacy first
boot to TBWinRE/PE
click English > US > Troubleshoot > Advanced options > Startup Repair > Win8
Startup repair couldn’t repair your PC
press advanced options (returns to previous options) or shut down
Log file: C:\windows\System32\Logfiles\Srt\SrtTrail.txt

15– Enable WinRE failed
disable WinRE failed
result:
‘reagentc; is not recognized as an internal or external command, operable program or batch file.

16– dir /a C:\Windows\System32\Recovery

Might the boot problem be in drive letters?
Do not know what is X: Boot
F4 current TBWinRe Drive Letter Assignments

F: PBR_DRV NTFS Fixed

What is the error message when booting?
The new chgdtype.tbs script would have done all that. You may try it (after restoring everything in GPT)?

When you used TBWinRE media, did you boot it in MBR (Legacy) mode?

error message: error 1962; no OS found. Microsoft discusses this. One issue is MBR. I set HD0 to EMBR.
I did not use script.

Yes Brian, set BIOS to boot only to Legacy mode. TBWinRe & BIBM boot.
BIBM does not show X: Boot partition showing in F4 TBLaunch list. What is X: Boot partition?

Before restoring IFW full HD image and starting again, would redoing Instructions beginning with #1 be practical?

X: is not assigned to a partition. It's the WinPE/RE RAM drive.

The computer could be booting the wrong drive. Does it boot if you use the BIOS Boot Menu (maybe F12) and select the hard drive to boot?

Double-check that the BIOS has Legacy booting properly enabled. There may be multiple settings that need to be changed/set (CSM enabled, Boot Mode, Boot Priority, etc.). Also check that the booting order is correct, especially if it boots directly via the Boot Menu.

I suspect the BCD not correctly configured.

would not boot
#20 to copy bootmgr file
Overwrite Yes/No/All; typed Y and Yes
access denied as occurred yesterday
If bootmgr is the issue, how to overwrite bootmgr file when access denied?
CSM enabled
Boot Mode Legacy only
Boot sequence 1-USB key, 2-DVD, 3-SATA 1
Set SATA1 #1; same error 1962, no OS found
BIBM shows Windows8_OS is Active
Change Disk Type shows GPT or MBR, confirming EMBR disk type

Paul, disconnected HD1; only HD0 in BIOS.
