You still need to be able to boot BIU boot media otherwise you won't be able to upgrade BIU. So you need to see the Upgrade screen I posted above.
Plug in your BIU flash drive and use the F12 menu. How is the flash drive described?

In your UEFI Firmware Settings, (Boot Item Priorities) you can disable Ubuntu and Windows Boot Manager. They aren't necessary. Then BIU will be the first boot item as it's the only one. BIU handles booting Ubuntu and Windows.

From F12 it says "UEFI: Samsung partition 1" for my boot media. When I boot from the medium, I do indeed get the reactivate/reinstall menu.
