As per title, if an image (eg. of C:) is mounted to a drive letter and you try to navigate to a protected folder Windows\System32\config , Windows will show a UAC admin elevation prompt, but still fails due to it being read-only, and Windows is trying to modify access permissions.
Apart from using TBIView, which can access any folder, is there any way around this when mounted as a drive, so it can be viewed with other file managers ?

The drive image itself is immutable...for obvious reasons.
The permissions on Windows\System32\config that are on the source drive will be the same on the target.
No way around it...nor should there be.

Was forgetting about TBIHD, which solves my problem when "Enable Simulated Writes" is enabled (along with "Change Disk Sig/GUIDs", if backup is of a disk which is still present in the system with same Sig/GUID).
