The ISO8601 option, which is really a Locale option, is limited to the
default or ISO8601 (option 0x8000 would allow OS based in Windows locale
for user, but won't allow it). I believe the issue was that some
formats don't zero pad and it looked bad and caused some formatting
issues. Being a standard, ISO8601 is the way to go if you don't want
mm-dd-yyyy.
