Encoding for languages other than English.

Hello,
I created a file called "Новий текстовий документ.txt", in Ukrainian it's a "New text document.txt".
Then I looked at the file name with the DIR command for the partition and for the same partition after the mount command. Result on the picture.

the latest versions convert to/from utf-8 - which may be an issues with
printf, can you send a small ntfs partition with just the file name that
comes out wrong via direct access but correctly via windows access (and the
actual correct name) ? You'd email it to support.

Question. Why do different encodings apply?
And another question. Why is the name distorted for FAT?
This is also happening in tbexplo.tbs for NTFS and FAT ....
