That was it! I enabled the BIOS RAID setting for the SSD in the target, and restored the image again, and it booted right up.

I have no idea why RAID was enabled in the source system, or what RAID even means for a notebook with a single M.2 SSD drive.

If it's an Intel chipset, it's likely enabled to allow easy configuring of their Rapid Storage / Smart Response features.

So I've learned that a mismatch completely breaks Windows.

I looked around and found this possible way to convert from RAID to AHCI:
