When running setup of IFL under Linux, the step that gives you the option to enter your BIBM username and key has an issue where it is expecting the key size to be 6 groups of 4 characters each (IFL-style key), instead of 3 groups of 4, which is what my BIBM key is.
Workaround was to enter my IFL key instead, which results in an error later on that the key is wrong, but install completes. Then run partwork and you are prompted for the key again, which accepts it this time.
