After running IFL network card not working

I have Abit IP35-PRO motherboard with two Realtek RTL8110SC onboard LAN. After using IFL GUI, installed Windows 7 x64 say that ethernet cable not connected to LAN. Also I trying run different version of WinPE from bootable flash and same problem appears - ethernet cable not connected. To resolve this bug I need to shutdown PC, remove power cord on 2 min, then plug power back and start PC - network works fine. This bug present on IFL GUI 3.26/3.27/3.28, version 3.25 and previous works normal. Also for the test I have add Intel Gigabit PRO/1000 CT (EXPI9301CTBLK) and booting IFL, after that run Windows - both Realtek NICs did not see the ethernet cable, Intel works fine.
Please fix it.

It would be the Linux kernel, not our software. We occasionally update the
kernel as shown on the upgrade history. You may be able to work around
whatever they have changed by ensuring your BIOS is not in quick startup
mode, causing it to fully initialize the hardware. The next update will
probably have another kernel update. You may want to report to the Linux
kernel team to ensure they have fixed it since kernel 4.19.20 (which was the
update used with release of 3.26). 3.28 is currently using 4.19.29. 3.25
used kernel 4.14.86.
