Perhaps I missed it while looking on forum, if so I apologize in advance.
I previously used a bootable partition with PE on my external target drive in order to be able to launch IFW in the event of catastrophic system failure.
I saved my actual images to another partition on the same physical target drive.
Previously, when simple updates were released to V2.X, I was able to update my system and then simply copy the boot.wim file to the bootable PE partition on my external target drive. Can I do the same procedure when updating to V3.X or is the process of updating my bootable PE target drive more involved?

You can still update it that way. Partitioning/formatting is not required if it's already booting so you can just copy over the file(s). The boot.wim file would be the main one. You could also copy over the build's entire "ISO" folder contents, then all the files would be up to date.
