Chris,
You don't need to make a choice in buying as the product is called BootIt Collection and it contains BIBM and BIU. It's the same price as BIBM was a few years ago.

So, on a new bare pc, is it best to install bootit first or windows?

Both methods work but I prefer to install BIU first as it creates a 400 MiB ESP. With a standard size ESP, 100 MiB, you might have to resize it larger at a later date. This can be time consuming.
Install BIU, create a NTFS partition for Win10 and install Win10 into this partition. The Microsoft installer will probably complain about the partitions not being in the correct order. Ignore this.

I've recently installed Win10 1909 to blank drives in two computers. In neither computer was a separate Recovery Partition created. This is different from a year ago. The RE is now inside the Win10 partition.
Edit... BIU was installed first.
