Is this safe?

Hi,

Is it safe to resize primary partitions on a disk with only four in
windows using disk management? Does it make any difference if the disk
is EMBR? Once of the partitions is encrypted with VeraCrypt.

I decrypted the partition in windows and then resized it in windows. I
figured out that as there was not a partition on the indicated free
space it would be safe to resize it.

I then re-encrypted it.

I have read about backing up and encrypted partition. There is a lot
of information, so I just want to check. Will a full sector backup of
an encrypted partition product a correct backup that would be able to
be decrypted on restoration? From what I read it looks as if that
would work.
