Unable to create BIBM v1.31f UFD using makedisk

I have a new HP Pavilion laptop with Win10 pre-installed. It is of course using UEFI. In order to boot a BIBM UFD apparently it must be created as a UEFI System Partition (USB Layout for the UFD). However, makedisk does not give that option even though this knowledge base article says it should - http://www.terabyteunlimited.com/kb/article.php?id=317
I have disabled Secure Boot and enabled Legacy mode (but no 'disable UEFI' is offered) - then created a BIBM UFD as a 'Normal - Raw Boot image' but that is not recognized a boot device when restarting my system.
Why is makedisk not offering the option to create a UEFI System Partition?
