A cry 4 help - can't seem to create a boot CD

Can someone converse with me about making a recovery CD for i4w x64. Don't just offerv link - been there failed that. Gotta be something simple I'm not getting my head around. never had a silly problem like this b4.

Start> Terabyte > i4w > v2 > IFW-Create Recovery Boot Disk > run as admin > asks for product key > YOU DO NOT HAVE PERMISSION TO SAVE the amended .ini file

I created a DOS boot disk at point of installation of i4W but it fails to work - "bootmgr missing"

Copy imagew.ini to a data partition. Perform your edit. Copy imagew.ini back to its original folder.

Still getting Access denied. must be win 7 I'm the lone user. An admin.

No idea what the problem is, but unless I just wanted to solve this for academic reasons, I'd create an IFD and/or IFL boot disc and forget about it.
