Why is the 64 bit IFW placed in the 386 folder?

Why is the 64 bit IFW placed in the 386 folder?

I noticed (when I couldn't get my IFW 2.99 to run on Windows 10 that the program is placed in the 386 program folder rather than the regular folder for 64 bit programs. Why is this and could it have anything to do with the fact that the program no longer runs under the latest Windows 10 update?

I found both imagew.exe and imagew64.exe in the X86 program folder.
