Validate Byte-for-Byte fails under Win10 but not Win7

I am dual booting. Windows 7 Home Premium x64 is on one SSD and Windows 10 Pro x64 is on the other SSD, and the backup HDD is an HGST 4TB with lots of space available; all are mounted internally on SATA. I have IFW 2.99 installed on both SSDs and they have exactly the same settings in Settings (the main window) and during the attempt to make a Backup (Full). While on Win7, I can back up the Win7 SSD (all partitions) and the Win10 SSD (all partitions) to the HDD with no problems. While on Win10, I can back up the Win7 SSD with no problems, but every time I attempt to back up the WIn10 SSD, the Validate Byte-for-Byte fails almost immediately during the validate process, within the first 1/10th of the progress bar.

I suspect it's an issue with Win10 and PHYLock but don't know what settings to alter. The HDD should be fine because I can do backups all day on it with Win7 and even back up the Win 7 disk while on Win10. Regarding that sticky note about W8 and W10 Corruption, the "Turn on fast startup (recommended)" setting doesn't even exist there anymore. Win10 is the latest Anniversary Update 1607, but I also had the problem with the previous 1511. I also had the problem with IFW 2.98. The WIn10 SSD is a 512GB Samsung 850 Pro with the latest firmware; RAPID Mode is turned off.

I haven't changed General or Geometry Settings from default.
The PHYLock/VSS Settings are:
Disable Usage unchecked
Use if Locking Fails unchecked
Use and Release Lock checked
Volume Flush checked
Use Disk Storage checked
Throttle on Reads checked
Throttle on Writes checked
I've never messed with the numbers to the right; they are: 4250, 10, 8192, 600, 0, 80, 100
Memory is set in the middle
Track Writes is unchecked
The VSS Settings are all unchecked except for "Use Component Mode" and "Use VSS for Simple Operations" (the two Exclude items are checked but greyed out).

When doing a Backup (Full), the Backup Options I choose are:
Validate is unchecked
Validate Byte-for-Byte is checked
Omit Page File Data is checked
Omit Hibernation Data is checked
Log Results to File is checked
I have tried Disable TRIM both checked and unchecked, no difference
All other checkboxes are unchecked.
I have tried Compression set to Enhanced Speed - A, Standard, and None, no difference

I don't think that's relevant to your problem, but the setting not being there is only partially true. You may have to turn on hibernation ("powercfg -h on" in an administrator command prompt) to have the setting be there.

(Thanks to some other post here for teaching me that).

Yes. Since Validate Byte-for-Byte succeeds when I'm in Win7 and backing up the Win7 SSD or the Win10 SSD, and it succeeds when I'm in Win10 backing up the Win7 SSD, and it only fails when I'm in Win10 backing up the WIn10 SSD, I don't think I'm having any of the hardware issues mentioned there.

At the top, it suggests that VSS might be failing and to use PHYLock instead. As far as I know, since Simple Operations is unchecked in General Settings, and Use VSS When Available is turned off in PHYLock/VSS Settings, I should be only using PHYLock.

The LBA is always different, but always happens very early in the validate, in the first ten percent of the process.

I turned powercfg -h back on, and that setting came back, so I turned it off and tried to to a backup but Validate Byte-for-Byte still failed. So I've gone back to powercfg -h off with that option still checked off.

doesn't mean there isn't an issue somewhere. After going through all the
checks and fixes and changes mentioned in that article, you could then look
in the log to ensure phylock was used, and you can check the upperfilters to
see if anything else is in there.

I googled for upperfilters and found this article: https://www.terabyteunlimited.com/kb/article.php?id=338
I went to that regkey and found it to be the way it's supposed to be, containing only "phylock" and "partmgr".

I tried turning VSS on by checking the "Use VSS When Available" box in PHYLock/VSS Settings, and it still failed. Here is the log of that:
