Re-size it again with BING, Win7, or XP?

I would try resizing it just a bit smaller in BING. If it works you should be able to resize it back to full size.

I shrunk the logical drive by 8 MB - no go.
I shrunk the ext. partition by that 8 MB - no go.
I then expanded the ext. partition, performed a slide operation on the logical drive, and shrunk the ext partition by 8 MB to put the 8 MB between the Win7 partition and the ext. partition like it was previously - no go.

I realized I had enough room on my other drives & on my sever to move all of the files off of the logical drive so I did that, deleted the drive & partition, created an extended partition (with allocate high unchecked even though in settings align on end is checked), created the logical drive as NTFS (with allocate high unchecked even though in settings align on end is checked), booted into Win7 and same problem.

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet
\Control\Class\{4D36E967-E325-11CE-BFC1-08002BE10318} ?

did you try xp or another OS.

XP: Yes. In fact, it automatically assigned the F: drive (the next available letter and the same as it had before).

Registry entry: Yes, both XP & Win7 have PartMgr in that key entry.

try reducing the size of the volume, then in xp create a new volume in the
extended.

then you can delete it and expand back up, see if w7 now sees it, if not, it
sounds more like an issue in that win7 install.
