I have a hard drive partitioned into 2 primary partitions. In BING it shows one partition as about 200 GB, but in windows it is only 92 GB, both in the file manager and in disk management. What would cause this and how can I fix it?

You'd want to provide a partinfo listing (free downloads).

Is your computer 64 bit Windows?
