Fedora 19 install KB article.

Why does one have to reboot Fedora after in install before running the
Grub 2 force install command?

The way I had seen was to NOT install it at all.

Get to the end of the install and the use the Live version to then
force install Grub 2; without rebooting.

Yes, that's another way to do it, and you can install grub from a terminal (using chroot) from the Live environment after installing, but before rebooting. If I remember correctly, the method in the KB article is longer, but overall is more forgiving of mistakes, since that installer is tricky in places. It may be worth reviewing it again though.
