Error Message Referencing "16-bit MS-DOS Subsystem" when Running an Application Under Windows XP

Problem:

When attempting to run an application under Windows XP, you receive an error message containing the following text:

16-bit MS-DOS Subsystem
The system file is not suitable for running MS-DOS and Microsoft Windows applications. Choose 'Close' to terminate the application.

Cause:

One or more Windows XP system files are damaged.
